Responding to someone sleeping rough on your property

Norwich City Council, in partnership with Norwich Business Improvement District and other local agencies, is committed to supporting businesses while ensuring the wellbeing of everyone in our community.

If you notice someone sleeping rough on your premises:

  • please call 101 to request assistance from the police. They can help connect the individual with the right support services
  • if someone appears unwell or in distress, don’t hesitate - call 999 immediately for emergency help
  • report each incident daily, even if it seems repetitive. Consistent reporting helps us build a clearer picture and respond more effectively
  • for any street cleaning or environmental concerns, please report them so we can keep our shared spaces clean and welcoming
