Who needs to follow these rules?
Anyone who drives, owns, or operates a taxi or private hire vehicle in Norwich must follow these rules. This includes:
- Hackney carriage (black cab) drivers
- Private hire drivers
- Vehicle owners
- Operators (companies that take bookings)
Key responsibilities for drivers
- Report Convictions or Cautions
If you get a caution, conviction, or penalty (including motoring offences), you must tell the council within 7 days.
You also need to report if you're added to any list that bans you from working with children or vulnerable adults. - Fit and Proper Person Test
The council checks if you're suitable to hold a licence. This includes looking at your criminal record, driving history, and other relevant information. - DBS Checks
You must complete a Disclosure and Barring Service (DBS) check regularly. This helps ensure passenger safety.
