How to make a complaint about a Norwich City Council councillor

If you believe a councillor has broken the Code of Conduct, you have the right to raise a formal complaint. The Code outlines how councillors should behave when acting in their official role.

What you can complain about

We can only consider complaints about a councillor when they were acting in their official capacity.

This could include:

  • disrespectful behaviour
  • bullying or intimidation
  • discrimination
  • misuse of their position for personal gain
  • failing to declare interests.

What you'll need to tell us

When you make your complaint, you'll need to give us:

  • details of what happened, including when and where it happened
  • the names of any witnesses
  • your reasons for asking us not to disclose your identity, if applicable.

You can also upload supporting documents in JPG, PNG, Word or PDF format.

If you want to complain about more than one councillor, you must complete a separate form for each councillor.

Keeping your identity private

If you do not want your identity to be disclosed, you can explain why in the 'reasons to not disclose' section of the form.

The monitoring officer will decide whether your request can be granted.

Confidentiality is only granted in exceptional circumstances.

This could include:

  • a risk of physical harm
  • fear of losing your job or other retaliation
  • serious health concerns, where medical evidence may be required.

If your request for confidentiality is not accepted, you'll be given the option to withdraw your complaint.

Before you begin, please note:

  • You have 30 minutes to complete each page.
  • Your answers won't be saved until you submit the form.
  • Once you start, you'll need to complete the form in one go.
  • You won't be able to leave and return later.

How we use your information

Read our privacy notice for information about what we do with the personal information we collect.

Other ways to make a complaint

You can also make a complaint by email to DemocraticServices@norwich.gov.uk.

If you need help because of a disability or language barrier, support is available through our interpretation and translation services.

What happens after you make a complaint

Once you've submitted your complaint:

  • the councillor or councillors involved will be notified
  • the council's Monitoring Officer will be informed.

In the interest of fairness, councillors have the right to know who has made a complaint about them and what the complaint is about, unless a request for confidentiality is accepted.
