Our council offices and phone lines will close at 4pm on Wednesday 24 December and reopen at 9am on Monday 5 January 2026.

Illegal parking
Please check the vehicle is illegally parked before reporting it.
Sometimes, even if a car looks like it’s parked badly, we can’t give it a ticket.
Here are some times when we can’t do anything:
- no yellow lines – If there are no yellow lines on the road, we usually can’t give a ticket
- on the pavement or corner – If a car is on the pavement or at the corner of a road, but there are no yellow lines, we can’t give a ticket
- on the grass – If a car is parked on a grass verge and there are no signs saying not to, we can’t give a ticket
- in some parking zones – If the area is not looked after by Norwich City Council, we can’t give a ticket
- caravans or trailers not attached to a car – we can’t give tickets to these if they’re just sitting there.
