What developers need to do
Nutrient neutrality

If your development is in an area affected by nutrient neutrality, you’ll need to show it won’t harm protected habitats. To do this:

  1. Use a nutrient calculator – The Norfolk Nutrient Budget Calculator is designed for local use and gives quick, accurate results using local data.
  2. Identify mitigation – You must show how you’ll offset any nutrient pollution your development may cause.
  3. Submit a Habitats Regulations Assessment (HRA) – This report must explain the impact of your development and how it will be managed to avoid harm.

The calculator helps you:

  • estimate phosphate and nitrate levels
  • plan on-site or off-site mitigation
  • support your planning application with clear evidence

The tool includes guidance and is regularly updated. 

The council will work with you but cannot approve your application until suitable mitigation is in place. Case officers may agree to extend deadlines to give you time to complete the process.
